various nations in Annan, Macao, Darene and Kwan Tung respectively for their perusal.

To

From the temporary residences of the persons mentioned below.

The Ambassadors of all Powers, and then through different Tele-

graph Stations to all Commercial Ports, Consuls-General, Consule

and Governors of all nations, and the Governors of Macao, Annen,

Darene and Kwan Tung.

The ex-President Yuen Shih Kai has actually violated the Con- stitution and betrayed the Republic. Since he declared himself

Emperor by a proclamation on the 13th December of the 4th year of the Republic, his rights as President should cease from that very date. Though he has now abandoned the monarchical scheme,

that does not exonerate him from the crime he has committed. In

accordance with the Constitution made by the Senate and the House of Representatives concerning the election of the President, the temure of office for the President should be 6 years, and if the Presidency becomes vacant within the term, the Vice-President should

act as President. In compliance with this important Constitution, we Tong Kai Iu and others, have elected the Vice-President Lai

Yuen Hung as the legal President of the Chinese Republic, and

notifications to this effect has been issued. In addition to the
